The goal is to become more customer driven and offer programs which are more practical relevant. This means changing the culture in the research teams towards a more short time orientation and at the same time change the societal perception of universities as introvert.
The development processes in the research teams changes from an inside-out approach to a more outside-in approach. This must be done in a way that respects the research freedom and have to be parallel to a basic funding of research.
